Andrea Deveau

Managing Partner

Andrea Deveau is the Managing Partner of Deveau Burr Group, a Sacramento-based government affairs and advocacy firm with offices in Sacramento and the Bay Area. She is a seasoned advocacy leader with deep expertise in energy and technology policy, representing leading companies, trade associations, and nonprofit organizations across California.

In April 2026, Andrea was honored with the “Power of Us” Award by Leadership California, in partnership with the Women's Foundation California, the California Commission on the Status of Women and Girls, and California Women Lead. The award recognizes her leadership in the technology sector and her commitment to uplifting and advancing women in leadership.

Prior to founding Deveau Burr Group, Andrea served as President of Strategies 360, California, where she led six offices and built a leading education practice statewide. She previously served as Vice President of State Policy and Politics at TechNet, the national, bipartisan network of technology CEOs and senior executives. In that role, she directed a 50-state advocacy program and secured key legislative victories across advanced energy, privacy, security, the future of work, and education.

Earlier in her career, Andrea spent 13 years at Direct Energy as Senior Director of Policy Innovation, where she led multi-state and national government affairs strategy. She has also served as Board Secretary for the TechNet Executive Committee and was appointed in 2016 to the California Million Women Mentors Honorary Leadership Council.

From 2018 to 2023, Andrea served on the City of Sacramento Mayor’s Tech Council and in 2025, she was honored to serve as the Executive Director of the California Association of Veteran Service Agencies (CAVSA).

Andrea’s leadership extends across the energy sector, where she has served as a Steering Committee Member for the California Alliance for Competitive Energy Solutions, President of the Alliance for Retail Energy Markets, and a Board Member of the Arizona Independent System Administrator. In 2012, she received the Western Power Trading Forum’s Kent Wheatland Award in recognition of her contributions to competitive energy policy.

Andrea is a graduate of the University of Arizona, where she earned a Bachelor of Science in Business Administration.
